Description / Scope of Work
The District Council Sialkot invites sealed bids through the EPADS (E-Pak Acquisition and Disposal System) for the execution of two critical infrastructure works in Sialkot District, Punjab. The first work comprises repair and rehabilitation of Nullah Main Road Kamanwala with an estimated cost of 9,500,000 Pakistani rupees, while the second involves construction of a culvert at Village Dera Qutab Deen Bajwat, Tehsil Sialkot, valued at 3,500,000 Pakistani rupees. These projects are aimed at improving road infrastructure and water management systems in the district. The bidding shall be conducted following the Punjab Procurement Rules 2014 and all bids must be accompanied by bid security of the required amount in the form of CDR from any scheduled bank in Punjab in favor of the District Council Sialkot.
Eligible bidders must be contractors or firms enlisted or renewed for the current financial year with the Pakistan Engineering Council (PEC). The bids shall be submitted through EPADS on the closing date of 09-06-2026 until 11:00 AM. All bidders must submit the earnest money deposit as per PPRA Rules 2014, Section 56, at 5 percent of the estimated cost to the name of the Chief Officer, District Council Sialkot. Performance guarantees shall be refunded upon successful completion of the contract. Items on E-PADS manual bids will not be considered, and bids found corrupt, unreadable or containing virus will be rejected.
Bid documents containing all terms, conditions, requirements and specifications can be obtained from the PPRA website at https://eproc.punjab.gov.pk/ free of cost, or bidders may collect hard forms from the District Officer's office with applicable fee. Bids will be opened on the same day at 01:30 PM or at a time convenient to bidders' representatives present. The validity period of bids is 90 days, and the contract shall be awarded to the successful bidder on the basis of lowest evaluated rates.
