Description / Scope of Work
The Directorate of Procurement (Navy) invites sealed tenders for the supply of Cloth Serge Black for Dress No. 7 for Leading and Below ranks. This procurement is conducted through Bahria Gate, Naval Residential Complex, under tender reference R2605/330666 with an IT opening date of 11 June 2026. The tender is governed by PPRA Rules 2004 and Defence Purchase Procedure and Instructions (DPP&I-35) as laid down by the Ministry of Defence Production and Directorate General Defence Purchase. Interested firms must familiarize themselves with applicable procurement regulations before submitting bids. Prospective bidders should possess requisite technical and financial capability and must be registered or willing to register with DGDP to qualify for contract award following security clearance.
Eligibility requires submission of bank challans of Rs. 200 for DGDP registered firms and Rs. 300 for all other firms in favour of CMA(DP). Bidders must provide DP-1 and DP-2 forms of IT with compliance remarks and signatures on each page, Annex A and B & C of IT with compliance marks, DP-3 form duly filled and signed, manufacturer authorization letters where applicable, manufacturer price lists, DRAP registration letters for medical items if applicable, DGDP registration letters for registered firms, and tax filing proofs. Technical specifications must be provided in duplicate along with essential literature, brochures, drawings and compliance metrics. Firms must clearly identify any deviations from tender specifications in their offers.
Tenders must be submitted in three sealed envelopes as per prescribed format: Sealed Envelope 1 containing technical offer in duplicate with all compliance documentation, Sealed Envelope 2 containing earnest money only, and Sealed Envelope 3 containing the commercial offer with pricing in figures and words. Both technical and commercial envelopes must be placed within a second outer cover duly sealed and signed.
