Description / Scope of Work
Al-Shifa Trust, a non-governmental charitable organization established in 1995 and recognized as a leading institution in Pakistan for ophthalmology care, teaching, research and development, invites pre-qualification applications from contractors for hiring of constructors specializing in HVAC, plumbing and fire fighting systems. The project scope covers prestigious construction work for Al-Shifa Trust Eye Hospital located in Lahore, Punjab. This pre-qualification invitation is essential for contractors seeking to participate in the detailed tender process for mechanical, electrical and fire safety installations at the hospital facility. The estimated project value and detailed scope will be disclosed to pre-qualified contractors in the subsequent bidding stages.
Eligible applicants must hold a valid Pakistan Engineering Council (PEC) Constructor License current for FY 2025-26 in Category C-2 and above with relevant specialization codes NM-01, NM-02, CF-09. Contractors are required to submit valid SECP or Form registration with active tax filer status and Affidavit on stamp paper confirming non-blacklisting status. Financial strength is assessed through audited financial statements of the last three years with healthy banking relationships and may require bank guarantees from scheduled Pakistani banks. Detailed technical and managerial staff with Project Manager, Site Engineers, QA/QC Engineer and supporting personnel must be listed with PEC registration numbers and current CVs. A complete list of machinery, equipment, specialized tools and testing instruments available for deployment on the project must be provided.
Sealed applications must be submitted on or before 10th June 2026 at 13:00 hours Pakistan Standard Time at Al-Shifa Trust Eye Hospital, Jinnah Road, Rawalpindi. The envelope should be clearly marked "Application for Pre-qualification - HVAC, Plumbing & Fire Fighting for Al-Shifa Trust Eye Hospital in Lahore". Incomplete applications, applications with joint ventures, and those not complying with mandatory eligibility criteria will be rejected. The employer reserves discretionary right to reject any or all applications without assigning reasons and to negotiate scope with pre-qualified firms.
