Description / Scope of Work

The Highways Division Jehlum Valley under the Communication & Works Department of the Government of Azad Jammu & Kashmir invites electronic bids for the construction, improvement, reconditioning and blacktopping of 30 kilometre link roads per constituency LA-32 in Jhelum Valley District. This package (Package No.11) comprises five road segments totalling 3.50 kilometres including Link Road Bunyian (1.0 km), Link Road Tanian to Amra Sawan School (0.50 km), Link Road from H/O Raja Abdul Waheed to Basti Khalid Latif Mir (0.50 km), Link Road Mohalla Sadeeque Sarak Chanai (0.50 km), and Link Road Danga Chunian to Malik Basti (1.0 km). The estimated cost is PKR 95.484 million with a completion period of 1095 days. The technical sanction reference is 981/DB/CE dated 16-04-2026.

Eligible bidders must be licensed by the Pakistan Engineering Council with endorsement in Communication & Works, Government of Azad Jammu & Kashmir for FY 2025-26 in category C-4 and above with Specialization Code CE-01. Bid security of PKR 2.870 million is required, to be deposited in designated divisional joint accounts at various banks including NBP, MCB, Bank of AJK, and Soneri Bank. Contractors quoting rates below 10 percent of engineering estimates must submit additional bid security equal to the difference between estimate and bid price. Bidders must furnish an affidavit confirming they are neither blacklisted nor involved in conflict or litigation with government. Joint venture bidders require prior approval from the employer.

Bidding documents and instructions are available on the bidder's dashboard at the e-bidding portal. Electronic bids must be submitted on a percentage basis (above, below, or at par) with only two decimal points considered for evaluation. Bid submission and opening is scheduled for 08-06-2026 at 11:30 AM. Interested bidders should obtain login credentials from the IT Section, Office of the Chief Engineer Highway, Block H, DHQ Muzaffarabad. Hard copies of original bank receipts and complete bidding documents must be submitted within 48 hours after bid opening to the relevant office of the Executive Engineer Highways Division Jehlum Valley.
