Description / Scope of Work
The Sindh Economic Zones Management Company (SEZMC) is inviting proposals for feasibility study and transaction advisory services for the development of an aquaculture ecosystem in Sindh under Public Private Partnership mode. This transformative initiative aims to modernize and enhance the aquaculture landscape within the province, establishing a model aquaculture development zone that will serve the region. The assignment involves comprehensive feasibility analysis, business planning, marketing strategy, financial modeling, risk assessment and value proposition development. The procuring agency is based in Karachi, Sindh, and seeks qualified consulting firms or consortia to undertake this strategic advisory engagement. The contract will be awarded to the bidder determined to be most advantageous, attaining the highest combined weighted technical and financial score as per SPP Rules 2010.
Prospective bidders must satisfy specified eligibility and technical evaluation criteria with all supporting documentation as detailed in the RFP document. Bidders are required to furnish a scanned copy of bid security amounting to no less than PKR 5,000,000 (Five Million Pakistani Rupees) as part of their technical proposal. Individual consulting firms and consortia are both eligible to participate. All bids must be submitted electronically via the Sindh PPRA E-Pak Acquisition and Disposal System (SPPRA EPADS) in accordance with prescribed rules and procedures.
The RFP document is available free of cost from 25th May 2026 to 16th June 2026 at 1200 hours, electronically via SPPRA EPADS portal at https://portalsindh.eprocure.gov.pk/. Prospective bidders must submit one single bid comprising one technical proposal and one financial proposal no later than 1300 hours PST on 16th June 2026 via SPPRA EPADS; physical bids will not be accepted. Technical proposals will be opened on 16th June 2026 at 1400 hours PST at the office address. The pre-bid meeting is scheduled for Thursday, 4th June 2026 at 1100 hours at the Committee Room of SEZMC.
