Description / Scope of Work
The Communication & Works Department, Government of Khyber Pakhtunkhwa, invites electronic bids through the E-PADS (E-Pak Acquisition & Disposal System) for the construction and rehabilitation of approximately 30 kilometres of roads across Tehsil Gagra and Tehsil Chagharzai in Buner District during the financial year 2025-26. This comprehensive tender includes 26 separate work packages covering the construction and blacktopping of various connecting roads, PCC roads, and maintenance of shoulders and related infrastructure. The estimated project cost ranges from approximately 34.72 million to 118.010 million Pakistani Rupees across individual contracts, with road categories classified from C-4 to C-5 and above. All works are to be executed in accordance with KPPRA procurement rules 2014 as amended, using single-stage single-envelope procurement procedures.
Eligible contractors and firms must be registered with the Khyber Pakhtunkhwa Revenue Authority and comply with relevant licensing requirements. Bid security is required at two percent of the Engineer's estimate for bids up to ten percent below the estimate. Contractors submitting bids between ten and twenty percent below the estimate must provide eight percent additional security of the Engineer's estimated cost. For bids exceeding twenty percent below the estimate, detailed rate analysis and differential additional security equal to the submission variance must accompany the bid. All bidders must quote rates above or below Engineer's estimates on both MRS and non-MRS items, with electronic bids valid for ninety days from submission.
Bid solicitation documents are available from the office on any working day or can be downloaded from the C&W website (www.cwd.gkp.pk) prior to the submission deadline. Bids must be submitted electronically through the E-PADS system on or before 12:00 PM on June 18, 2026, with opening scheduled for the same date at 12:30 PM at the office of the Executive Engineer, C&W Division No. II, Buner. Call deposits from scheduled banks are acceptable.
