Description / Scope of Work
The Infrastructure Development Authority of the Punjab (IDAP) is inviting competitive bids for the provision of internet services for the Net Zero Energy Building (ACEIP, DLI-8) located in Lahore, Punjab. This tender, referenced as 2026/BID/37, is being conducted through electronic procurement via the Punjab Procurement Regulatory Authority (PPRA) platform. The procurement follows a Single Stage Two Envelope Bidding Procedure as per Rule 38(2)(a), with detailed technical and financial proposals required from interested internet service providers. The scope encompasses full internet service delivery to support the operations of this sustainable building facility in Lahore.
All prospective bidders must be registered on the EPADS platform of Punjab Procurement Regulatory Authority to participate in this tender. Eligible bidders are required to submit a bid security of Rs. 100,000 in the form of Bank Guarantee, CDR, Pay Order, or Demand Draft. The scanned copy of bid security must be attached with the technical bid on EPADS in the Bid Security Section, while the original document must be submitted to the General Manager (Procurement & Contracts) department before the submission deadline. Bids shall remain valid for 120 days from the opening of technical proposals, with bid security validity extending 28 days beyond this period.
The complete tender documents are available to registered bidders on the EPADS portal at puniab.eprocure.gov.pk and the Punjab Procurement Regulatory Authority website at http://ppra.punjab.gov.pk. A pre-bid meeting will be held on June 02, 2026 at 11:00 AM. Technical and financial proposals must be submitted on EPADS on or before June 16, 2026 at 03:00 PM, with technical proposal opening scheduled for the same day at 03:30 PM. All rates quoted must be inclusive of applicable taxes, and manual bids will not be accepted. Financial proposal opening for technically qualified firms will be announced subsequently.
