Description / Scope of Work
The Directorate of Procurement (Navy) invites sealed tender proposals for the supply of stores, equipment, and services as detailed in the attached Schedule to Tender (Form DP-2). This invitation to tender is issued under the authority of the Pakistan Navy and is governed by the Public Procurement Regulatory Authority (PPRA) Rules 2004 and Defence Purchase Procedure & Instructions (DPP&I-35) Revised 2019. The procurement process covers defence stores and equipment supplies, with the tender documentation available through the Directorate office located at Bahria Gate, near SNID Center in the Naval Residential Complex, E-8, Islamabad.
Eligible bidders must possess requisite technical and financial capability and be registered or willing to register with the Directorate General Defence Purchase (DGDP) to qualify for contract award. Bidders are required to be familiar with PPRA Rules 2004 and relevant defence purchase procedures before participation. Essential documentation includes bank challan, income tax filing proof, sales tax registration proof, principal authorization letters where applicable, and compliance forms (DP-1, DP-2, DP-3). Earnest money must be submitted as security, and all firms must provide duly completed declaration forms with authorized signatures.
Tender submissions must be made in three sealed envelopes containing technical offer in duplicate, earnest money, and commercial offer respectively. The technical offer should include detailed specifications, literature, brochures, drawings, and compliance metrics without price indication. Commercial offers must show prices in both figures and words with taxes, duties, freight, insurance, and other charges itemized separately.
