Pakistan State Oil Company Limited (PSO) invites quotations for a two-month contract to supply 210 liter plastic drums on an as-and-when-required basis at delivered basis to LMT and LMPA locations in Sindh province. The tender seeks quotation for 15,000 units of 210 liter HDPE plastic drums manufactured from Chevron Phillips or SABIC material or equivalent, with nominal capacity of 210 liters and brimful capacity of 220 liters. The drums must feature a body mass of 9.0 plus/minus 0.3 kilograms, smooth surface finish, two HDPE bungs with steel or plastic over seals, rubber O-ring gaskets, green body color, and white bung color, conforming to PSO's standard design and specifications. Quotations must be submitted by qualified suppliers capable of meeting stringent quality control requirements including drop testing of water-filled drums from 2 meters minimum height, leak testing at 20 KPA minimum pressure for 10 minutes, and stacking tests with three layers of filled drums observed for minimum 7 days for defects such as bulging, cracking, deformation, and color change. Suppliers must provide quality certificates and test reports from recognized independent testing bodies and technical support for quality complaint resolution. Documentary evidence of HDPE and master batch sources with certificates of conformance from manufacturers may be required. Failure in quality tests results in 5 percent penalty deduction on affected lot and potential rejection of entire consignment, with supplier liable for costs of lubricants, screen printing, and damaged product.
Quotations are required on 09 June 2026 by 2:15 PM Pakistan time. Bidders must read all attached instructions and terms and conditions carefully. PSO reserves the right to perform incoming quality control checks on all parcel lots including leak tests, hydraulic tests, physical appearance inspections, and drop tests. Suppliers must ensure all drums supplied are clean and dust-free and must provide technical support during contract tenure.
