Description / Scope of Work
Police Training School (PTS), Rawalpindi invites sealed bids on a framework contract basis for the procurement of other free meal dietary items for the financial year 2026-27. The total estimated cost for this procurement is PKR 65 million, covering dietary items and perishable items required for trainee messes at the institution located in Rawalpindi, Punjab. This framework agreement contract will remain valid until 30 June 2027, and all rates quoted must be inclusive of GST and PST. The procurement is conducted in accordance with the Punjab Procurement Rules 2014 and Punjab Procurements Regulations 2024.
Interested firms and bidders must be engaged in trading and registered with the Taxes Department for income tax, sales tax, and Punjab sales tax purposes. All bids must be accompanied by bid security at 3 percent of the estimated price in the form of a CDR, bank guarantee, demand draft, or pay order. The bidding shall follow a single stage, one envelope procedure as stipulated in rule 38(1) of the Punjab Procurement Rules 2014. Upon contract award, successful bidders must deposit an additional performance guarantee equal to 3 percent of the total contract value. All products supplied must comply with PSQCA standards, the Punjab Food Authority Act 2011, and Punjab Pure Food Rules 2011 as amended.
Bidding documents are available for download from the E-PADS and PPRA websites at www.ppra.punjab.gov.pk, or may be obtained in person from the Principal's office at PTS, Rawalpindi during working hours until 10 June 2026 at 11:00 AM against a non-refundable fee of Rs. 500. Sealed bids must be submitted to the Principal, Police Training School, Rawalpindi on or before 10 June 2026 at 11:00 AM, with late bids being rejected. Technical proposals will be opened at 11:30 AM on the same date in the presence of bidders or their representatives, while financial proposals remain sealed pending technical evaluation.
