Description / Scope of Work
HQ National Logistic Cell, Government of Pakistan, invites sealed tenders for the supply of printing material under tender reference NL-1. The invitation is open to authorized dealers, sellers, and re-sellers with sustained financial capability. Bidders must quote all items listed in the Bill of Quantities (Annexure B), and tenders will be awarded to the lowest responsive quote for each item. The tender encompasses supply of brand new stationery items and printing materials as per NLC specifications and standards. All quoted items must be of a single variant or quality per item category. The scope includes delivery to Rawalpindi, Punjab, with pricing valid for one year from the date of Letter of Intent. Tender opening will occur at NLC Printing Press Mandra Rawalpindi on the specified date and time.
Eligibility and bid qualification criteria require submission of tender fee, bid security deposit, copy of NTN or STRN with active tax filler status showing 100% compliance, certificate of compliance to NLC standards, offer validity of 60 days minimum, confirmation of delivery period capability, and a notarized affidavit confirming the bidder is not blacklisted. Bidders must also provide a certificate accepting all tender conditions and submit a list of major clients. All prices must be quoted in Pakistani Rupees inclusive of taxes, packing, and delivery charges. Tender samples (two copies of each quoted item) are compulsory; one sample from the successful bidder will be retained and merged into supplied quantities, while unsuccessful bidders' samples will be returned.
Tenders must be prepared on the firm's official letterhead, duly signed and stamped by an authorized executive, and enclosed in a sealed single envelope marked Commercial Offer with the tender enquiry number and opening date. The outer cover should bear only the NLC office address without any indications. Tenders can be submitted by hand or post and must be deposited in the tender box before the specified closing time. A pre-bid meeting will be held on 1st June 2026 (Monday) at HQ NLC, Harding Road, Rawalpindi in the Support Branch conference room. NLC will not be responsible for postal delays. Bids failing to meet evaluation criteria, partial bids, non-responsive submissions, or late submissions will be rejected.
