Description / Scope of Work
The Government of the Punjab Higher Education Department invites sealed competitive bids for the procurement of printing services and college magazines for the Government Graduate College for Women, Model Town, Lahore for the financial year 2025-2026. This tender is being advertised online through the Punjab Procurement Regulatory Authority's website and the e-Pak Acquisition and Disposal System (EPADS) in accordance with Punjab Procurement Rules, 2014. The bidding process follows a two-envelope system wherein technical proposals shall be evaluated first without reference to price, followed by opening of financial bids for technically qualified bidders. The procurement is located in Lahore, Punjab province, and bidders are required to download the complete bidding document from the PPRA website at www.ppra.punjab.gov.pk without any fee.
Eligibility and qualification criteria require that bidders possess valid documentary evidence, technical specifications, and supporting documents as detailed in the standard bidding document. All bids must be accompanied by mandatory bid security in favour of the Principal, Government Graduate College for Women, Model Town, Lahore. Bids received without undertakings, valid documentary evidence, supporting documents, and test certificates are liable to be rejected at the initial evaluation stage. Bidders must ensure submission of all required documents through EPADS, and the original bid security must be physically submitted to the college office on or before the deadline.
Bids along with bid security, tender forms, affidavits, and all mandatory documents shall be submitted or uploaded through EPADS by 11:00 AM on 8 June 2026. The technical bids will be publicly opened through EPADS on the same day at 12:00 PM. Following technical evaluation and approval, financial bids of technically accepted bidders shall be opened publicly at a time and date announced in advance within the bid validity period. The lowest evaluated bidder shall be awarded the contract.
