Procurement of Wheat (FAQ) by Punjab Prisons Department

The Punjab Prisons Department, Government of the Punjab, invites bids for the procurement of wheat (FAQ) under a single stage two envelopes procedure. The tender is for the supply of 50,000 kilograms of wheat with an estimated cost of PKR 5,000,000 and earnest money deposit of PKR 100,000. The procurement is being conducted for the Central Jail, Rawalpindi, located on Main Adyala Road in Rawalpindi, Punjab. This is an e-tender process managed through the EPADS portal of the Punjab Procurement Regulatory Authority, and bidders must be registered with EPADS and relevant tax authorities to be eligible for participation.

Eligible bidders include association of firms, companies, sole proprietors, suppliers, authorized dealers, authorized distributors, and general order suppliers registered with relevant registration authorities and tax departments. Bidders must not be blacklisted by the Procuring Agency or PPRA, and government-owned enterprises may participate only if duly authorized by the competent authority. Joint ventures, consortiums, or associations are permitted provided all members are jointly and severally liable for contract execution. A performance guarantee equivalent to two percent of the contract value, in the form of a Call Deposit Receipt (CDR), is required from the successful bidder.

E-bids must be submitted online through the E-PADS portal by 02:00 hours on June 10, 2026, and will be opened at 02:30 hours the same day. Original bid documents and certificates of deposit must be submitted to the Central Jail, Rawalpindi before the opening date.
