Description / Scope of Work
The District & Sessions Court Multan invites sealed competitive bids for the procurement and installation of 4-kilowatt hybrid solar energy systems (off-grid configuration) across three judicial complexes in Punjab. The project encompasses installation of solar systems at the Civil & Sessions Court in Multan head quarter, Judicial Complex Shujabad, and Judicial Complex Jalalpur Pirwala, with estimated total project cost of Rs. 31.921 million and individual component values ranging from Rs. 4.988 million to Rs. 19.950 million. All three installations shall be completed within one month from the date of award. This initiative aims to enhance energy sustainability and operational efficiency of judicial facilities in Multan district.
Bidders must be duly licensed by the Pakistan Engineering Council (PEC) in category C3 and above with relevant code CE-01, with minimum ten years of experience in relevant category. Joint ventures are permitted with the lead partner meeting C3 category requirements and other members holding at least basic PEC registration. Bidders must be registered on the Electronic Government Procurement (EPADS) portal at www.punjab.eprocure.gov.pk and shall submit earnest money as Certificate of Deposit at five percent of estimated cost. Performance security of ten percent of bid amount must be submitted within fifteen days of award in the form of CDR, bank draft, cashier cheque, pay order, or bank guarantee valid for three months beyond completion. All bidders must possess valid income tax and provincial sales tax on services registration, and provide affidavits confirming no litigation or blacklisting history.
Technical and financial bids shall be submitted on EPADS prior to the closing time of 11:00 AM on 11 June 2026, with bid opening scheduled for 11:30 AM the same day at the District & Sessions Judge office in Multan's Judicial Complex at Chowk Katchehry. Original earnest money certificates must be physically submitted half an hour before bid opening. Financial bids shall be opened only after technical evaluation is complete, with results and timeline for financial bid opening communicated to qualified bidders.
