Description / Scope of Work
The Executive Engineer Highways Division Lahore invites electronic bids from authorized dealers and manufacturers for the strengthening of the Communication and Works Department through automation. The procurement covers wireless networking solutions including 2-core Layer 3 switches, network access switches with POE capability, wireless controllers, access points, enterprise-grade firewall equipment with 3-year licenses, ethernet routers, wireless routers, and Ubiquiti PowerBeam wireless CPE units. The total estimated cost is Rs. 169.516 million with earnest money of Rs. 8.448 million. The project scope covers supply and installation to the Communication and Works Department in Lahore within a 12-month completion period.
Bidders must be registered with relevant registration authorities and tax departments including Income Tax and Sales Tax. All contractors and firms must upload earnest money CDR in favor of Executive Engineer Highways Division Lahore at 5% of the estimated cost half an hour before the bid opening. As per PPRA Rules 2014, performance security of 10% of contract amount in the form of CDR, bank draft, cashier cheque, or bank guarantee valid for 3 months beyond completion is mandatory for all successful bidders. Bidders quoting rates in percentage above or below estimated cost will not be considered responsive.
Bid submission is entirely online through the Punjab e-Procurement Regulatory Authority EPADS portal at https://punjab.eproc.gov.pk with deadline of 10-06-2026 at 9:30 AM. Original bid security instruments must be submitted in sealed envelopes clearly marked with bidding document number before the Executive Engineer Highways Division Lahore. The bid opening will occur on 10-06-2026 at 10:00 AM, and contractors may attend the opening at the Commissioner Office Lahore Division.
