Description / Scope of Work
The Specialized Healthcare and Medical Education Department, Government of the Punjab, issues guidelines and bidding documents for the procurement of medical equipment and machinery for hospitals and health institutions under its administrative control throughout Punjab. This procurement process follows the standardized bidding document format established under SO (STAND) 1-48/2021, dated December 15, 2025, and is applicable to all procuring agencies and hospitals under the SHC&ME Department. The bidding documents are designed to ensure transparent, competitive, and fair procurement of medical equipment and machinery required for various health facilities across the province, with emphasis on quality, compliance with technical specifications, and value for money.
Eligible bidders must be registered vendors authorized to supply medical equipment in Pakistan, possessing valid business registration, tax identification numbers, and relevant certifications for the equipment being offered. Bidders are required to submit bid security as specified in the bid data sheet, provide evidence of financial capacity and technical capability, and comply with all eligibility criteria outlined in the Instructions to Bidders section. All bids must be submitted electronically through the designated e-PADS system, and bidders must ensure compliance with procurement regulations and standards set by the Government of Punjab.
Bidding documents are available on the official website of the Specialized Healthcare and Medical Education Department at https://health.punjab.gov.pk/. Bids must be submitted in accordance with the deadline and procedures specified in the Bid Data Sheet, with technical specifications detailed in Section III of the bidding document. Bid opening ceremonies will be conducted transparently, and evaluation will follow the criteria and procedures outlined in Section 2.5 and 2.6 of the Instructions to Bidders.
