Description / Scope of Work
The Directorate General of Archaeology, Government of the Punjab invites sealed electronic bids through the Pakistan Engineering Council (PEC) registered portal from interested firms for the outsourcing of café services at Rohtas Fort, Jhelum, located in Punjab. The project encompasses both indoor and outdoor café operations at this heritage archaeological site. The annual estimated contract value is PKR 4,792,000 for the first year, with bid security set at five percent of the estimated annual value. This procurement follows the Single Stage Two Envelope Procedure as per PPRA Rules 2014 and is applicable to firms registered with PEC in the Restoration and Conservation category with relevant experience in conservation projects.
Prospective bidders must be registered with the Pakistan Engineering Council in relevant category BC-02 (Restoration and Conservation) and possess demonstrated field specialization in this area. All bidders are required to provide complete rate analysis for each item of work with detailed dimensional information and blank DNIT BOQs properly filled. Bidders must quote rates against each entry and item, and any incomplete bid with blank entries will be declared non-responsive. The bid must include a Bank Guarantee of earnest money in favor of the Director General Archaeology, and if the bid is less than thirty percent of the estimated rate, a complete rate analysis must be provided. The CDR (copy of CDR) must accompany the tender submission as security documentation.
Bids must be submitted electronically through www.punjab.eproc.gov.pk on or before 8 June 2026 at 11:00 AM, with technical and financial bid opening scheduled for the same date at 11:30 AM. Bidding documents are available on the Punjab Procurement Regulatory Authority website at www.ppra.punjab.gov.pk and the e-procurement portal.
