Description / Scope of Work
Health Services Academy, established under the Restructuring Act 2018 and operating under the Government of Pakistan, invites technical and financial bids for provision of three key services during the financial year 2026-27. The tender encompasses provision of Human Resource Support Services, supply of stationery and miscellaneous items, and printing of books, banners, certificates and other printing materials required for conferences, seminars, workshops and meetings. The procuring agency seeks qualified firms, suppliers and companies that are active tax payers registered with respective regulatory bodies, preferably with Security Exchange Commission of Pakistan (SECP) certification and ISO certification. All services and materials will be delivered at the Health Services Academy premises located at the Prime Minister National Health Complex, Park Road, Chakshahzad, Islamabad in the Federal territory.
Participating vendors must be registered as active tax payers with competent authorities and preferably hold SECP and ISO certifications. Bidders are required to submit earnest money in the form of call deposits or bank drafts as refundable security, drawn in favour of Health Services Academy as specified in tender documents. The tender will follow a Single Stage Two Envelopes procedure for opening of competitive bids. All submissions must be made exclusively through the E-Pak Acquisition and Disposal System (E-PADS) procurement platform; hard copies and alternative submission methods will not be entertained.

The procuring agency reserves the right to reject all bids or proposals at any time prior to acceptance.
