Description / Scope of Work
Pakistan LNG Limited (PLL) has reserved funds for the procurement of consultancy services planned for fiscal year 2026-27. The organisation invites Request for Proposal (RFP) from eligible bidders registered on EPADS v2.0 for the provision of consultancy services to conduct a comprehensive study for the development of strategic petroleum reserves in Pakistan. This procurement follows the Single Stage-Two Envelope procedure under Open Competitive Bidding using the Quality and Cost Based Selection (QCBS) technique in accordance with the Public Procurement Rules, 2004 and related regulations issued by the procurement authority. The engagement aims to generate strategic insights and recommendations for optimising Pakistan's petroleum reserve development and management strategies at the federal level.
Eligible bidders must be registered on the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. All proposals must be accompanied by bid security in the form of a Pay Order, Banker's Cheque, Call Deposit, Demand Draft, or Bid Securing Declaration on the prescribed format. Bidders are required to demonstrate relevant expertise and experience in petroleum sector studies, strategic planning, and reserve development. Bidders must submit their complete RFP electronically through EPADS v2.0 on or before Wednesday, July 1, 2026 at 02:00 PM. Manual submission of proposals will not be entertained. Proposals will be opened on the same day at 02:30 PM.
