Description / Scope of Work
Oil & Gas Development Company Ltd (OGDCL), a major Pakistani energy sector entity holding General Sales Tax No. 07-02-2802-001-55 and National Tax No. 0787223-2, invites sealed bids from eligible suppliers, manufacturers, and authorized dealers for supply and delivery of goods, materials, equipment, and services on F.O.R. (Free on Rail) basis under Single Stage One Envelope Bidding Procedure in accordance with PPRA rules. This master tender document and its terms and conditions shall be applicable to all upcoming tenders using this procurement framework. The scope covers material supply contracts with delivery at the specified F.O.R. location as detailed in individual Request for Proposal documents issued by OGDCL.
Eligibility is open to prospective suppliers, manufacturers, or authorized agents and dealers subject to provisions of incorporation or licensing by the respective national incorporating agency or statutory body established for the relevant trade or business. Bidders must submit a sealed envelope containing an original Bid Bond for the amount specified in the RFP, delivered to OGDCL Reception at OGDCL House, Jinnah Avenue, Islamabad, Pakistan, on or before the date and time mentioned in the Tender Notice. All Annexures to this master document, including Bidding Form (Technical Bid), Bid Summary Sheet, Integrity & Ethics Undertaking, Declaration of Ultimate Beneficial Owners Information, and specimen bank guarantees for bid bond and performance bond, are integral and mandatory for compliance.
Bid documents are obtained through the SAP-Ariba Portal, and bidders may seek clarifications in writing no later than one week prior to the bid submission deadline. Sealed bids must be marked clearly with the RFP number and bid opening date. The Purchaser reserves the right to increase, decrease, or cancel quantities or items without assigning reason, and reserves the right to inspect items through its own representative or third party at its own cost. Payment shall be processed as per terms specified in the LPO, with performance bond required upon contract award. All bids must confirm full conformance to RFP specifications and terms and conditions.
