Street Lights and Beautification Works in Northern Khyber Pakhtunkhwa Districts

The Office of the Assistant Director Local Government & Rural Development Department, Tehsil Matta, District Swat, is inviting sealed tenders for nineteen sub-works under the scheme titled Uplifting/Beautification Activities (Including Infrastructure Improvement, Monuments, Street Lights and Green Spaces) in Northern Districts of Khyber Pakhtunkhwa for the financial year 2025-26. The projects include installation of street lights from Kuza Bandai to Chota Kalam (34.91 million rupees), street light installations at Shakardara, Sherpalam to Baryam Bridge, Matta Bazar, Sambat Bazar, and Druskhkela Bazar, solar street light installations at Asharay, Kalakot, and Chuprial bazaars, construction of waiting sheds and side walks, beautification of boundary walls to graveyards and UC areas, and model street improvements using tuff tiles across multiple locations in Swat and surrounding northern districts. The total estimated cost across all works exceeds 200 million rupees, with individual project values ranging from 3.18 to 34.91 million rupees.

Tenders are invited on the basis of single stage single envelope procedure through EPADS from government contractors registered with PEC and enlisted with C&W Department as per Centralized Enlistment Policy of the Government of Khyber Pakhtunkhwa. For sub-works numbered 1, 2, 3, 8, 9, 10, 11, 12, and 13, participating contractors must possess the relevant EE11 code. Bid security is required at 2 percent of the estimated cost for each sub-work. Contractors quoting bids below 10 percent of engineer estimates may submit at that rate, while those quoting 10 to 20 percent below must provide additional security equal to the differential amount. Bids exceeding 20 percent below the estimate require detailed rate analysis and additional security equal to the differential cost; failure to comply will result in bid rejection and security forfeiture.

Bid solicitation documents can be downloaded from the official EPADS website (www.eprocure.gov.pk) and the KP-PPRA website after publishing of the Notice Inviting Tender. Bid documents must be completed neatly with a clear scanned copy uploaded through EPADS. Bid securities must be uploaded on the EPADS system and original instruments physically delivered to the Assistant Director LG&RDD Tehsil Matta office near College Chowk, Zong Franchise, main road Matta, Swat by the closing deadline. The last date and time for online clarification is 05:00 PM on 21st June 2026. Electronic bids will open on 22nd June 2026 at 11:30 AM. Bids remain valid for 120 days from the closing date. All applicable taxes shall be recovered per government directives. Prospective bidders must register on EPADS and maintain valid PEC and KPPRA registration (Active Tax Payer status) for the financial year 2025-26.
