Municipal Committee Pirmahal invites sealed electronic bids from registered engineering firms and contractors for five annual supply and rental contracts under the 2026-27 fiscal year. The procurement includes provision and installation of lighting equipment at various wattages (estimated cost Rs 10 million), rental of tents and ancillary items (Rs 15 million), sound systems and generator rental (Rs 5 million), provision and fixing of flex signage in various sizes across Pirmahal jurisdiction (Rs 15 million), and supply of refreshment items (Rs 15 million). The total estimated value across all contracts is Rs 60 million. Bidding will be conducted through the Punjab Public Procurement Regulatory Authority (PPRA) e-procurement system at https://ep.punjab.gov.pk/auth/login under a single-stage, single-envelope competitive bidding process.
Intending contractors and firms must be registered with the Pakistan Engineering Council in the relevant category and codes, and must maintain active registration on the Punjab PPRA website. Bidders are required to submit earnest money in the form of a bank CDR (Cash Deposit Receipt) in favour of the Chief Officer, Municipal Committee Pirmahal, at 5 percent of their estimated bid cost. The earnest money deposits range from Rs 25,000 for the sound system contract to Rs 75,000 for tents, flex signage, and refreshments contracts. Original CDR documents must be physically submitted to the Opening Committee half an hour before the scheduled bid opening. Submission of forged documents or false information will result in immediate disqualification and referral to PPRA and PEC for blacklisting action.
Complete e-bids must be submitted online through the PPRA e-procurement portal by 13 August 2026 at 11:30 AM. Bid opening will occur on the same date at 2:00 PM at the office of Municipal Committee Pirmahal in the presence of the Opening Committee. Bid documents are available for download from the E-PAD System and PPRA website. Bidders are advised to upload their bids well before the deadline to avoid submission failures. The Procuring Agency reserves the right to reject all bids or proposals at any time prior to acceptance under PPRA Rule-35. If the lowest quoted rates exceed the estimated cost by more than 5 percent, the successful bidder must deposit additional performance security from a scheduled bank under PLGW and PPRA rules.
