Description / Scope of Work
The Directorate General of Archaeology, Government of the Punjab invites qualified bids for the selection of a hospitality management operator to manage and operate the Harappa Archaeological Rest House for an initial period of five years, extendable for three additional years. Located approximately 24 kilometres west of Sahiwal city in Punjab, the rest house serves the Harappa archaeological site, a key representative of the Indus Valley Civilization and one of the world's earliest complex societies. The outsourcing aims to introduce a sustainable revenue-sharing model that improves visitor experience, ensures regular upkeep, promotes heritage tourism, and generates revenue for conservation and local community benefit, while ownership and overall control remain with the Directorate General of Archaeology.
Eligible bidders must be legally registered entities in Pakistan, including companies, partnerships, or joint ventures, with valid tax registrations in FBR and PRA. Applicants should demonstrate relevant experience in heritage hospitality, leisure destination management, or comparable heritage and cultural destination operations, with prior collaboration experience on government-protected sites. Bidders must provide audited financial statements or income tax statements for the last three years, bank solvency certificates, and technical and human resource capacity evidence. A non-blacklisting undertaking and compliance commitments are mandatory. The bid security requirement is PKR 327,800, representing 2 percent of the estimated annual gross revenue.
Bids must be submitted online through the e-Procurement System (EPADS) at https://punjab.eprocure.gov.pk before 11:00 AM on 15th June 2026. Bid opening will occur at 11:30 AM on the same date, and late submissions will not be accepted. Successful bidders must deposit performance security of PKR 819,500 (5 percent of estimated annual gross revenue) as a bank guarantee, and an additional fixed security of PKR 819,500 for existing inventory and facilities. All government taxes apply as per applicable law.
