Fabrication and Operation of Boating Services at Hiran Minar, Sheikhupura

The Directorate General of Archaeology, Government of the Punjab, invites qualified bids for the fabrication and operation of regulated boating services at Hiran Minar, a prominent Mughal-era heritage complex located in Sheikhupura, Punjab. This outsourcing initiative aims to enhance visitor experience and promote sustainable heritage tourism at the scenic water reservoir surrounding the site's central pavilion. The contract period is three years, extendable for an additional two years, operating under a revenue-sharing model to ensure financial sustainability and conservation funding. Ownership, custodianship, and overall site control remain with the Directorate General of Archaeology.

Eligible bidders must be legally registered with SECP or relevant Pakistani authorities with valid FBR and PRA tax registrations. Applicants should demonstrate substantial experience in boat fabrication and operation for water-based tourism at heritage, ecological, or cultural sites, with preference given to those with prior government or heritage authority collaboration. Bidders must provide evidence of technical and human resource capacity, including audited financial statements for the preceding three years and a minimum average annual turnover as specified in bidding documents. A non-blacklisting undertaking on legal format is mandatory. Consortia and joint ventures are permitted with clearly defined roles and joint and several liability. Bid security must be submitted as a Call Deposit Receipt in the amount of PKR 324,000, representing five percent of estimated annual gross revenue.

Bids must be submitted online via the e-Procurement System (EPADS) at https://punjab.eprocure.gov.pk before 11:00 AM on June 16, 2026, with opening scheduled for 11:30 AM the same day. Late submissions will not be accepted. The successful highest bidder shall deposit performance security of PKR 648,000 (ten percent of estimated annual gross revenue) as a bank guarantee and a fixed security of PKR 324,000 for existing inventory and ancillary facilities.
