Description / Scope of Work
The Specialized Healthcare & Medical Education (SHC&ME) Department, Government of the Punjab, invites bids for the procurement of warehousing and logistics operations services for FY 2026-27. The estimated project cost is 150 million Pakistani rupees. This comprehensive tender aims to establish seamless storage, safety, and distribution operations for pharmaceutical supplies, medical devices, and hospital inventory across Punjab province. The required warehousing facility must be located in Lahore, separate or partitioned from other clients' goods, and maintained at strict year-round temperature control of 25°C as per the Drug Act 1976 and DRAP Act 2012 regulations. The scope encompasses full integrated warehousing and logistics operations management with complete compliance to pharmaceutical storage standards.
Eligible bidders must be registered with the e-Punjab Acquisition and Disposal System (e-PADS) and possess relevant Registration Authorities and Tax Department certifications. Bids shall follow the two-envelope single-stage bidding procedure as outlined in PPM 2014. A 1% bid security on the estimated cost is required and must be uploaded on e-PADS. Hard copies of e-Bids with original bid security documents shall be submitted to the Section Officer (Purchases) office on or before the bid opening date. Bid validity shall be 180 days from the opening date. The procurement is governed by Punjab Procurement Rules 2014 (amended) and Punjab Procurement Regulations 2024.
Bid documents are available for download from the SHC&ME Department website at http://health.punjab.gov.pk and the Punjab Procurement Regulatory Authority portal at https://eproc.punjab.gov.pk. Online e-Bids must be submitted via the e-PADS portal (https://punjab.eproc.gov.pk) on or before 18 June 2026 at 11:00 AM. Bids will be opened on the same date at 11:30 AM in the presence of Bidders' representatives at the SHC&ME Department office, 11-A Lawrence Road, Lahore. A pre-bid meeting has been scheduled for 08 June 2026 at 11:00 AM in the committee room, with meeting minutes uploaded within 3 days as addenda to bidding documents.
