Description / Scope of Work
The Hyderabad Electric Supply Company (HESCO) invites sealed bids for the design, supply, installation, testing and commissioning of plant equipment under the Electricity Distribution Efficiency Improvement Project (EDEIP) financed by the World Bank. The project involves conversion of an existing 66 kV grid station at Khipro in Sindh into a 132 kV air-insulated substation (AIS) grid station, including installation of one 20/26 MVA power transformer and associated 132 kV feeding transmission line infrastructure from Kandiari Grid Station. This is a single-stage, one-envelope procurement conducted through national competitive bidding without prequalification, open to all eligible bidders as defined in the World Bank's Procurement Regulations for IPF Borrowers dated November 2020. The project comprises two lots: Lot-I covering conversion of the Khipro 66 kV grid station into a 132 kV AIS grid station with one 20/26 MVA power transformer and two line bays at Kandiari Grid Station; and Lot-II covering construction of a 132 kV 35 km feeding double circuit transmission line from Kandiari Grid Station to Khipro Grid Station.
Eligible bidders must comply with all requirements stipulated in the World Bank's Procurement Regulations. Bid security is mandatory: PKR 13,000,000 for Lot-I and PKR 20,000,000 for Lot-II. All bids must be accompanied by a Bid Security as detailed in the bidding documents. The successful bidder's beneficial ownership information must be disclosed in accordance with the Procurement Regulations using the Beneficial Ownership Disclosure Form included in the bidding document. Electronic bidding is not permitted.
Bidding documents in English are available free of cost for download from the employer's website https://www.hesco.gov.pk. Interested bidders may also request documents through written application or purchase them at their own cost via courier services. A pre-bid meeting shall be held on 22 June 2026 in accordance with ITB 7.1. Sealed bids must be delivered to the Chief Engineer (Development) PMU HESCO, Bungalow No. A-1 HESCO Colony Hussainabad, Hyderabad, Sindh Pakistan on or before 16 July 2026 at 11:00 AM. Late bids will be rejected. Bids will be publicly opened at the same address on 16 July 2026 at 11:00 AM in the presence of bidders' representatives.
