Description / Scope of Work
The National Highways & Motorway Police invites sealed bids from eligible contractors and experienced companies registered with FBR and PPRA for the procurement of janitorial services under tender reference 04/Tig/NHMP/2025-2026. The services are to be outsourced to qualified firms for a contract period from July 2025 to June 2028. This procurement is conducted in accordance with the Public Procurement Rules 2004 as amended in 2021 and the E-Pak Regulations 2023. The contract value is estimated at Rs 350,000 with a minimum bid security requirement of Rs 350,000 in the form of CDR, pay order, or demand draft payable to The Commandant NHMP Training College.
Bidding is open to all eligible contractors and service providers duly registered with FBR and PPRA. The procurement follows a Single Stage Two Envelope open competitive bidding procedure as the principal method, in line with Public Procurement Rules 2004. Public sector firms and companies may submit a completed bid security declaration on the prescribed form. The least-cost based method shall be adopted for award of contract following technical evaluation by the Purchase Committee.
Bidding documents are available free of cost from NHMP PPRA and PPRA E-PADS Version 2.0 websites or from NHMP Training College during office hours before the closing deadline. The pre-bid meeting is mandatory for all prospective bidders and will be held at NHMP Training College, Sheikhupura on 08-06-2026 at 12:00 hours. Original bids must be delivered by 1300 hours on 18-06-2026 and shall be opened publicly on 18-06-2026 at 1400 hours at NHMP Training College, Kot Rangpet, Sheikhupura in the presence of bidder representatives. Bidders must upload bids on PPRA E-PADS in accordance with E-Pak Procurement Regulations 2023.
