Description / Scope of Work
Pakistan Sports Board, an autonomous body operating under the administrative control of the Ministry of Inter Provincial Coordination, Government of Pakistan, invites Request for Proposals (RFP) for the Design, Finance, Build, Operate and Transfer (DBFOT) of Naseer Bunda Hockey Stadium Seating Enhancement and Commercial Utilization Scheme at Pakistan Sports Complex, Islamabad. This is a Public Private Partnership (PPP) project under the BOT/DBFOT model. Interested bidders must be registered with Tax Authorities for Income Tax and Sales Tax on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR). The bid security amount is Rs.156,400/- (Refundable) in the name of Pakistan Sports Board, which must be submitted in the form of CDR or Pay order before opening of bids. Bidders who fail to include the bid security with their proposals will have their bids declared non-responsive.
Eligibility requirements include registration with tax authorities and compliance with PPRA rules and regulations. All proposals will be evaluated as per Public Private Partnership Policy guidelines. The bid security of Rs.156,400/- (One hundred fifty six thousand four hundred only) is mandatory and must accompany the bid submission. The Pakistan Sports Board reserves the right to accept or reject any or all offers wholly or partially at its discretion in accordance with PPRA rules.
Proposals are available on Pakistan Sports Board's official website and on EPADS platform. Interested parties must obtain detailed bid documents from these platforms before submission. Bids will be received until 11:30 hours on June 20, 2026, and will be opened on the same date.
