Description / Scope of Work
Government Degree College TakhtBhai Mardan, under the Khyber Pakhtunkhwa Higher Education Department, invites sealed bids for the solarization of the BS Academic Block with installation of a 10 kilowatt hybrid solar photovoltaic system including battery backup. The estimated cost of this procurement is Rs. 2.5 million (approximate). The project is being executed from the College Pupil Fund and will be conducted through the EPADS (E-Pak Acquisition and Disposal System) platform following National Competitive Bidding procedures under the Single Stage Two Envelope method as per KPPRA Rules 2014. This installation aims to provide renewable energy solutions and enhance the sustainability of the college campus in Mardan.
Eligible bidders must be manufacturers or their authorized dealers registered with the Income or Sales Tax authorities and reflected on the Active Taxpayer List (ATL) of the Federal Board of Revenue. Blacklisted firms are ineligible and must submit an affidavit of non-blacklisting. Bidders are required to submit bid security in the form of a Call Deposit Receipt, Demand Draft, Pay Order, or Banker's cheque in the name of Principal GDC TakhtBhai Mardan. All rates must be inclusive of applicable taxes, and imported items must be supported by relevant documentation with only genuine original brands accepted. The contractor will be responsible for transportation, installation, and full compliance with technical specifications.
Bid Solicitation Documents are available for download from EPADS at https://kp.eprocure.gov.pk and www.kppra.gov.pk from the date of publication until the bid submission deadline of 22 June 2026 at 12:00 PM. Interested bidders must register on EPADS to obtain login credentials and upload all mandatory documents and bid security through the platform. Technical bids will be opened on 22 June 2026 at 01:30 PM in the college Administration Block Hall. A pre-bid meeting is scheduled for 18 June 2026 at 10:00 AM.
