The Punjab Central Business District Development Authority (PCBDDA) invites proposals from qualified firms, companies, consortiums, individual investors, and developers to participate in the development of 48 Premium Retail and Commercial Units at the CBD NSIT City in Lahore, Punjab. This landmark project, known as NSIT PULSE, represents a transformative opportunity in the premium retail sector adjacent to DHA Phase 6 and 7. The development comprises six blocks offering a total floor area of 48,000 square feet with individual unit sizes of 6,000 square feet per unit. Each unit features ground plus four floors with a height of 75 feet, providing flexible commercial and retail spaces in one of Lahore's most sought-after business districts. The project scope includes Design, Build, Finance, Own, Operate and Maintain (DBFOOM) responsibilities, positioning this as a comprehensive development partnership opportunity for experienced stakeholders.
Interested entities must demonstrate substantial technical and financial capacity through proposals submitted in a single sealed envelope containing two separate technical and financial envelopes. The bidding procedure follows the Single-Stage-Two-Envelope methodology as outlined in PCBDDA Procurement Regulations 2024. Eligible bidders are required to submit proposals in accordance with all specified requirements and regulatory frameworks. A non-refundable fee of PKR 50,000 must accompany the Request for Proposal (RFP), while technical bids require security in the form of a Pay Order or CDR/Bank Guarantee amounting to PKR 20,000,000.
The project briefing is scheduled for June 8, 2026 at 02:30 PM in the PCBDDA Conference Room, with RFP documents available for purchase after fee submission. Proposals must be submitted by June 16, 2026 at 11:00 AM, with opening proceedings commencing at 11:30 AM on the same date.
