Description / Scope of Work
The Islamia University of Bahawalpur invites sealed bids from GST and Income Tax registered manufacturers, firms, authorized distributors, dealers, and general order suppliers for the supply of paper and printing material for the university printing press on FOR basis. Two procurement lots are available: Lot-01 for paper for printing press with an estimated cost of Rs. 13,905,000 and Lot-02 for printing material for printing press with an estimated cost of Rs. 13,955,184. The total estimated value across both categories is approximately Rs. 27.86 million. Bidders must bid for entire quantities on a lot basis and partial quantity submissions will be rejected. All prevailing taxes including income tax and sales tax will be applicable as per government rules and regulations.
Eligible bidders must be registered with relevant registration authorities and tax departments including Income Tax, Sales Tax, and Punjab Sales Tax. Bidders should not be associated with firms engaged in providing consultancy services for the preparation of specifications and documents for this procurement. Government-owned enterprises may participate only if duly authorized by their respective competent authority. Bidders shall not be under blacklisting declaration by the Procuring Agency or Punjab Procurement Regulatory Authority. A bid security of 2 percent of the estimated cost for each lot is required: Rs. 278,100 for Lot-01 and Rs. 279,104 for Lot-02. The bid security must be uploaded unhidden on E-PADS and submitted in original form at the Procurement Section, Accounts Department, Abbasia Campus, Islamia University of Bahawalpur, one day before the closing date.

Bids must be submitted on or before 18 June 2026 by 11:00 AM on EPADS, with tender opening scheduled for 11:30 AM on the same platform. A single stage two envelope bidding procedure will be adopted as per PPRA Rules. Rates must be quoted inclusive of all taxes with copies of paid bank challan and professional tax certificates provided. Offered rates shall remain valid for 90 days from the date of tender opening. In case of closed or forced holidays, tender opening time and date will be shifted to the next working day.
