Description / Scope of Work
The Highways Division Rawalakot, Communication & Works Department of the Government of Azad Jammu & Kashmir invites electronic bids for construction, improvement, reconditioning and black topping of link roads across three packages in District Poonch, AJK. Package 07 covers 1.50 km of link roads in LA-19 Hajira constituency with estimated cost of PKR 36.132 million. Package 06 encompasses 1.5 km of link roads in LA-20 constituency with estimated cost of PKR 38.801 million. Package 04 involves 2 km of link roads in LA-22 Thorar constituency with estimated cost of PKR 45.633 million. The total project scope extends across multiple constituencies in Poonch district with a combined estimated cost exceeding PKR 120 million and 24-month completion period for each package.
Eligible bidders must be licensed by the Pakistan Engineering Council in category C-5 and above with specialization code CE-01. Bidders may participate as individuals or joint ventures with prior employer approval. Bid security requirements are PKR 0.722 million for Package 07, PKR 0.776 million for Package 06, and PKR 0.915 million for Package 04. Bid security must be deposited in the Divisional Joint Account at Bank of Azad Jammu & Kashmir, Meezan Bank, United Bank Limited, or Muslim Commercial Bank, with scanned bank receipts to be uploaded on the e-bidding dashboard. Newly registered bidders must obtain login credentials from the IT Section, Office of the Chief Engineer Highway (North) in Muzaffarabad.
Bidding documents and detailed road drawings are available for download from the contractor's e-bidding dashboard and inspection at the Executive Engineer PWD Highways Division Rawalakot office during office hours. Electronic bids must be submitted by 11:30 AM on 22 June 2026, after which bids will be opened and comparative statements made visible to bidders and the bid opening committee. Hard copies of original bank receipts and complete bidding documents signed by authorized representatives must be submitted within 48 hours of bid opening. Bidders must upload their technical profile in PDF format only. The competent authority reserves the right to reject any or all bids under AJK PPRA Rules.
