Description / Scope of Work
The Pakistan National Shipping Corporation (PNSC), a statutory corporation established under Ordinance XX of 1979, invites pre-qualification applications from international laboratory services providers for the analysis of all types of marine fuel oils. This procurement is for on-demand analysis of marine fuel oil that must meet ISO 8217 latest standard 2017/2010 specifications, including standard testing contents such as TAN and SAN tests. The contract will be structured as a closed framework agreement with a duration of one year, to be signed in July 2026 following the bidding process. PNSC is funding this procurement from its own resources and intends to establish this framework agreement to support its marine fuel oil analysis requirements. The procurement is open to all eligible international applicants subject to fulfilling the specified eligibility requirements outlined in the prequalification documents.
Prequalification applications must be submitted by interested applicants who wish to participate in the subsequent invitation to bid phase. Applicants are required to demonstrate their capability and experience in providing laboratory analysis services for marine fuel oils in compliance with international standards. The prequalification process will determine which applicants are eligible to participate in the formal bidding process to be conducted in July 2026. Only prequalified applicants shall be entitled to participate in the procurement proceedings and be considered for the closed framework agreement as successful bidders.
Complete prequalification documents in English may be downloaded from www.pnsc.com.pk after applicants register and provide necessary details. Duly filled, signed and stamped prequalification applications must be submitted via email only to bunker.foa@pnsc.com.pk by 11:00 AM on July 8th, 2026. Prequalification applications will be opened on the same day at 11:30 AM in the presence of applicants who wish to attend. Further information may be obtained from the SM Department, 15th Floor, PNSC Building, M.T. Khan Road, Karachi, Sindh Pakistan, during office hours 0930 to 1630 hours. PNSC reserves the right to accept or reject any or all applications as per Public Procurement Rules 2004.
