Description / Scope of Work
The Public Health Engineering Division Swat-II under the Office of the Executive Engineer, Khyber Pakhtunkhwa, invites bids from eligible bidders for the construction of drinking water supply and sanitation schemes across Northern Khyber Pakhtunkhwa. This comprehensive procurement covers multiple packages with a combined estimated cost exceeding Rs 600 million, encompassing construction of water supply schemes, sanitation facilities, street pavements, drain side walls, and allied works across districts including Malakand, Buner, Shangla, Kohistan Upper, Kohistan Lower, Batagram, Mansehra, Toor Ghar, Abbottabad, Kulai Palis, and Haripur. The tender is issued under the Khyber Pakhtunkhwa Procurement Rules 2014 with amendments through 2025, utilising a single stage two envelope procedure via the EPADS system as per notification number S.R.D (29)/Vol:I-40/2025-26/699-711 dated 29 October 2025.
Eligible bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority (KPRA) with active status and comply with all applicable procurement regulations. Bidders are required to submit bid security equivalent to 2 percent of the estimated cost plus stamp duty of Rs 0.03%, accompanied by supporting documentation. Work Wise Bid Solicitation Documents (BSD) containing detailed bidding information, bills of quantities, criteria, and specifications are available for download from the EPADS website (kp.eproc.gov.pk) and the Khyber Pakhtunkhwa PPRA portal. Clarifications regarding the tender may be requested through the EPADS platform.
Bidders must submit their bids electronically through EPADS before the deadline of 30 June 2026 at 11:00 AM, with technical bid opening scheduled for the same date at 12:30 PM. Physical submission of original bid security (call deposit receipt in favour of the undersigned) is mandatory through registered post or courier before the submission deadline. Financial bid opening date will be announced following technical bid evaluation. Interested bidders are advised to obtain detailed instructions from the office of the undersigned up to one day before the closing date. All bids must comply with KPRA guidelines and will be evaluated according to criteria specified in the bid solicitation documents.
