Description / Scope of Work
The District Education Authority, Bahawalnagar, invites sealed bids from Income Tax and Sales Tax registered firms for the procurement of IT equipment, plant and machinery, furniture and fixtures, and specialized equipment for students with special needs at Government Special Education Centre, Fortabbas. The tender covers five distinct lots with a combined estimated procurement value of PKR 10,053,000 for the financial year 2025-26. Lot 1 comprises IT equipment including laptops, desktop systems with LCD screens, keyboards, mice, laser printers and scanners valued at PKR 1,250,000. Lot 2 encompasses other stores and stocks such as Braille frames, math slates, Braille boards, styluses, wheelchairs, exercise cycles, crutches, walking bars and various educational alphabet blocks and models, estimated at PKR 1,297,000. Lot 3 covers plant and machinery including photocopiers, electric water coolers, air conditioners, electric gross cutter machines, electric ovens, water dispensers, electric room coolers, hearing aids and perkin machines totaling PKR 4,660,000. Lot 4 addresses furniture and fixtures including computer tables, revolving chairs, office tables, student desks with benches, psychologist and speech therapist tables, file racks and soft boards valued at PKR 2,311,000. Lot 5 covers other assets including musical instruments such as harmoniums, tabla sets, violins and duffles worth PKR 535,000.
Eligible bidders must be registered with Income Tax and Sales Tax authorities and enrolled in the Active Tax Payers List. Bids must be submitted through the E-Pad portal at www.punjab.eprocure.gov.pk or downloaded from www.ppra.punjab.gov.pk. A bid security of 5 percent of the estimated cost must be submitted as a call deposit in favour of the Chief Executive Officer, District Education Authority, Bahawalnagar. The bidder must not submit partial bids; all items within selected lots must be quoted. Offers must be signed by the firm owner and must not contain any unauthorized overwriting, erasures or corrections. The tender document requires complete correspondence details including valid contact information, as failure to provide accurate details will be the bidder's responsibility. All quoted prices must include all applicable taxes, with Sales Tax and Income Tax to be deducted at source according to prevalent tax rules.
Bid documents can be downloaded from the E-Pad portal or the PPRA website. Tenders must be uploaded on E-Pad before the advertised submission deadline. Technical evaluation will be conducted based on an evaluation criteria matrix with maximum marks of 100 and qualifying marks of 50, assessing factors including valid CDR, tax registration, previous work experience, financial statements, work references and technical expertise with production facilities. Successful bidders must deposit a performance guarantee of 10 percent of the contract amount before issuance of the supply order. All supplies are subject to clearance from the Technical Inspection Committee, and suppliers must replace any items found non-conforming to specifications at their own expense. The contract will be awarded to the technically responsive lowest evaluated bidder.
