Description / Scope of Work
The Punjab Irrigation Department, Gujranwala Drainage Division, invites electronic tenders for four flood restoration and drainage construction works in the Gujranwala district. The projects include flood restoration works on Main Deg Nullah from RD 191+000 to RD 418+000 (estimated cost Rs 19.838 million), construction of pipe inlet and side protection wall on Tong Ucha Drain (Rs 2.248 million), reconstruction of DR bridges at Wazirke Drain (Rs 17.464 million), and reconstruction of a damaged VR bridge at Dandian Drain (Rs 1.589 million). The total estimated project value across all four works is approximately Rs 41.139 million. Tenders are issued under the Single Stage-Single Envelope bidding procedure on an item rate basis under the 2nd Bi-Annual Market Rate System for District Gujranwala, in accordance with PPRA Rules 2014 (amended to date). The works are located in the Punjab province and will be executed according to approved construction drawings and PWD specifications.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) with specialization code CE-04 and also registered with the Punjab Procurement Regulatory Authority (PPRA) and Punjab Revenue Authority (PRA) for the year 2025-26. Bidders must submit valid PEC registration, government receipts for professional tax payments, CNIC, and enlistment or renewal fees along with their bid documents. Bid security or earnest money at 2 percent of estimated cost must be submitted in the form of a Bank Guarantee or Call Deposit Receipt (CDR) from a scheduled bank in Pakistan, made in favor of the Executive Engineer, Gujranwala Drainage Division. The successful bidder will be required to furnish a Performance Guarantee at 10 percent of the contract amount in accordance with PPRA Rules Clause-56.
Tender Notice and Bidding Documents are available free of cost to registered bidders on the EPADS website at www.punjab.eprocure.gov.pk and on the PPRA website at www.ppra.punjab.gov.pk. Bids must be uploaded on the EPADS website by 22 June 2026 at 12:00 PM, with original bid security and attested PEC registration license submitted to the Tender Opening Committee at the office of the Superintending Engineer, Lahore Drainage Circle, Lahore on the same date by 12:00 PM. Bid opening will occur on 22 June 2026 at 12:30 PM in the presence of bidders or their authorized representatives. Manual bids submitted by hand or through means other than EPADS will not be entertained. All bidders must quote rates against each DNIT item or BOQ entry and completely fill rate analysis and summary pages; incomplete financial bids will be declared non-responsive. The successful bidder must execute an agreement within 15 days of the acceptance letter and provide a time-bound execution schedule, strictly adhering to the approved construction schedule or face compensation penalties.
