Description / Scope of Work
The District Development Committee invites e-bids from firms, contractors, and companies for the execution of a hybrid solarization (off-grid) project covering courts and allied offices in Lahore, Punjab. The project encompasses the Sessions Court, Civil Courts, District Courts, Zilla Kachahri, Model Town Courts, and Cantonment Courts under the Judicial Development Fund (JDF). The estimated tender amount is Pakistani Rupees 186,200,000 with a bid security requirement of 9,310,000 rupees (5% of estimated cost). The project scope includes delivery, installation, and construction of solar infrastructure within specified premises as per approved specifications.
Eligibility criteria require bidders to meet the eligibility standards outlined in the tender documents available on the e-PADS platform, PPRA website, and the District & Sessions Courts Lahore official website. Bids will be evaluated following the Single Stage Two Envelope Bidding Procedure under the Punjab Procurement Rules, 2014, and Punjab Procurement Regulations, 2024. Bidders must submit comprehensive catalogues and literature substantiating the quality and equivalence of quoted items. A 5% bid security (performance guarantee) must be furnished with the bid, and successful bidders are subject to liquidated damage charges if delivery or installation timelines specified in the purchase order are not met.

Bids must be addressed to the Office of the District & Sessions Judge, Lahore, and submitted electronically via e-PADS only. E-bids will be opened publicly at 11:30 a.m. on 17 June 2026 in the presence of bidders or their authorized representatives at the District & Sessions Judge office. The closing time for bid submission is 11:00 a.m. on the same date. Bidders may contact the Accounts Branch of the court office for any queries before submission. The Procuring Agency reserves the right to accept, reject, or cancel the tender without recording reasons.
