Description / Scope of Work
Punjab Thermal Power (Pvt.) Limited, a wholly owned company of the Government of Punjab, invites Expressions of Interest from eligible and reputed audit firms for prequalification to provide external audit services. The engagement covers a three-year period ending June 30, 2027, June 30, 2028, and June 30, 2029, with an estimated cost of PKR 25 million. The company operates a 1263 MW Re-gasified Liquified Natural Gas combined cycle thermal power plant located at Haveli Bahadur Shah near Trimmu barrage in Jhang, Punjab, which achieved commercial operations on June 23, 2023. The scope of services includes annual statutory audits of financial statements, review of half-yearly financial statements, review of compliance statements under PSC (CG) Rules 2013, and certification services as required by the company under various agreements including Power Purchase Agreements and financing documents, with approximately five certificates per year.
Interested audit firms must be registered with the Institute of Chartered Accountants of Pakistan (ICAP), possess active taxpayer status with the Federal Board of Revenue and Provincial Revenue Authority, maintain a minimum of ten years of professional practice, hold a satisfactory ICAP Quality Control Review rating, and possess an A-category rating from the State Bank of Pakistan. The external audit team must be mobilized within one to two weeks of each period end, and immediately after mobilization must share data requirements relating to the audit or review. Appointments will be subject to approval by the Finance and Audit Committee, Board of Directors, and shareholders in the Annual General Meeting, with annual renewal based on satisfactory performance evaluation.

The last date and time for submission is June 18, 2026 at 1500 hours, with opening of EOIs on the same day at 1530 hours. Applications containing false, forged, or misleading information or received after the deadline will be rejected and may entail action under applicable laws. The procurement process shall be governed by the Punjab Procurement Regulatory Authority Rules 2014. Only firms prequalified through the EOI process shall be eligible to participate in the subsequent Request for Proposal process.
