It defines the general directions for tender preparation and submission, including requirements for earnest money, bid schedules, tender validity periods, and sealed cover procedures. The document outlines the complete tender evaluation process from opening through clarification to award notification and contract signing.
The contract form specifies eligibility requirements for tenderers, including the submission of quality assurance security, performance guarantees, and compliance with statutory obligations including payment of income tax and relevant taxes. Contractors must demonstrate technical capacity through qualified personnel, proper plant and equipment, and adherence to safety and quality standards. Bid security requirements, tender documentation costs, and responsibilities for material quality and workmanship are clearly delineated. The document mandates that contractors obtain necessary licenses and maintain full compliance with applicable regulations and specifications.
Bid documents may be obtained through the procurement authority as specified in individual tender notices. Tenders must be submitted in sealed covers on or before the stipulated closing date, typically by 2 pm on the specified date. Tender opening is conducted at a designated location with provision for clarification of bids after opening. The Engineer-in-charge oversees contract execution, inspection, and quality assurance throughout the work period. Contractors are responsible for all costs related to bonds, samples, tests, and non-provision of safety measures.
