Description / Scope of Work
Khyber Pakhtunkhwa Health Foundation invites sealed bids from eligible bidders to provide hospital management services outsourcing for CAT-D Hospital CAT-D, Hospital Kakki, District Bannu, and Civil Hospital RHC Draban Kalan in D.I. Khan, Khyber Pakhtunkhwa through a public-private partnership model. This procurement initiative aims to improve quality and coverage of healthcare delivery services while advancing the Government of Khyber Pakhtunkhwa's health policy objectives. The Health Foundation is mandated to promote innovative health-care delivery models in the province and will utilize this outsourcing arrangement to bring private sector efficiency, accountability and management to designated health facilities while freeing public sector resources to strengthen remaining facilities.
Eligible bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority. Joint Ventures and Consortia are also eligible to apply subject to compliance with all terms and conditions stipulated in the Expression of Interest documents. Technical and financial qualifications will be evaluated in accordance with the Single Stage, Two Envelope Procedure as per KP-PPRA Act 2012 and KP-PPRA Rules 2014, with technical proposals assessed first and financial proposals of only technically qualified bidders opened subsequently.
Bid documents are available for download from the official website https://www.kphf.gov.pk/ from the publication date until the closing deadline. Submission deadline is 30 June 2026 at or before 2:30 PM PST, with bids opened the same day at 3:00 PM PST. Bids submitted after the due date and time will not be accepted.
