Description / Scope of Work
The Office of the Superintendent District Jail Lahore invites electronic bids for the procurement of wheat (FAQ grade) under tender reference E-Tender No. 3-2025-26. The contract is for supply of 56,000 kilograms of wheat during the duration period 2025-26 with an estimated contract value of PKR 4,900,000. This e-procurement of goods is being conducted in Lahore, Punjab through the EPADS (Electronic Procurement Appraisal and Distribution System) platform in accordance with Punjab Procurement Rules 2014. The procurement follows a single stage, one envelope bidding procedure as prescribed under Rule 38(1) of the Punjab Procurement Rules 2014.
Eligible bidders must be registered on the EPADS platform and include firms, companies, sole proprietors, and authorized general order suppliers. Bidders must not be blacklisted by any government department or PPRA and must demonstrate no conflict of interest. A bid security equivalent to 2% of the estimated cost (PKR 98,000) must be submitted in the form of a refundable CDR (Cash Deposit Receipt) in favor of the Superintendent District Jail Lahore. All quoted prices must be inclusive of taxes and transportation costs, with delivery on F.O.R. (Free on Rail) basis at the jail gate. The successful bidder must further deposit a performance guarantee of 2% of the contract amount as a refundable CDR prior to contract execution.
Bidding documents are available for free download from the PPRA website, EPADS portal, and the Prisons Department website (www.prisons.punjab.gov.pk). Electronic bids must be uploaded on EPADS by 20 June 2026 at 11:00 AM and will be opened the same day at 11:30 AM. Bids received through hand delivery, mail, dak, or courier services will not be accepted. The bid validity period is 90 days from the date of submission. The Inspector General of Prisons Punjab reserves the right to reject all bids under Rule 35 of Punjab Procurement Rules 2014. Only registered entities with proper authorization and credentials are eligible to participate in this e-procurement process.
