Description / Scope of Work
Punjab Cattle Market Management and Development Company (PCMMDC) invites expressions of interest from qualified consultancy firms to provide end-to-end carbon project development, validation, registration, verification, first issuance and monetization support for the PCMMDC Biogas Project in Punjab. The consultancy assignment encompasses comprehensive support across multiple technical, financial, and project management domains to develop and bring to market a carbon credits project based on biogas technology installed at cattle market facilities. The scope includes inception and programme structuring, carbon-related commercial framework development, selection and onboarding of technical partners for biogas plant installation, engagement of validation and verification bodies, preparation of project design documents and registration packages, Article 6 alignment support, post-registration monitoring, preparation of monitoring reports, verification support, first issuance of carbon credits, capacity building and project handover.
Eligible consultancy firms must demonstrate relevant experience in carbon project development under international carbon standards such as Gold Standard or Verra (formerly VCS), with proven track record in validation, verification and registration of renewable energy or waste management projects. Key personnel must include certified validation and verification body auditors or equivalent carbon finance specialists with minimum experience in similar project development cycles. Applicants must provide evidence of financial soundness, firm registration documents, detailed CVs of proposed key personnel, and affidavits confirming absence of conflict of interest.
Applications must be submitted in sealed envelopes clearly marked with the project title and applicant details. The Expression of Interest/Pre-Qualification Document must include completed application forms (Appendices A through G), firm information, financial position statements, detailed experience records, and personnel credentials as specified in the checklist. All submissions must be in English language. PCMMDC reserves the right to shortlist qualified firms based on relevant experience, personnel capabilities, and financial standing for subsequent detailed technical and financial proposal evaluation.
