Description / Scope of Work
Water and Sanitation Agency (WASA) Layyah, Government of Punjab, invites sealed bids through E-pad for the supply of printed A-4 bill forms with data printing and distribution of consumer bills in Layyah. The estimated contract value is PKR 7.80 million. This procurement is open to eligible bidders and will be conducted through open competitive bidding under the Single Stage Two Envelope procedure as per Rule 38, sub-rule 2(a) of the Punjab Procurement Rules 2014. The scope includes printing A-4 sized bill forms with customized data printing and subsequent distribution of consumer bills to end users. The contract will be executed in Layyah, Punjab.
Bidders must possess valid National Tax Number (NTN) and Sales Tax registration certificates. A bid security of PKR 0.312 million, equivalent to five percent of the estimated price, is required in the form of a Call Deposit Receipt (CDR) or Pay Order from a scheduled bank of Pakistan as per Rule 27 of PPR 2014. Only eligible and qualified bidders meeting these financial and registration requirements may participate.
Bid documents are available for download from the E-pad portal. Sealed bids must be uploaded on E-pad on or before 23 June 2026 at 12:30 PM. Bids will be opened at 1:00 PM on the same date in the presence of bidder representatives at the office of the Managing Director, WASA, Main Office, Layyah.
