Description / Scope of Work
Punjab Highways Department invites tenders from registered engineering firms and contractors for eight carpet road improvement schemes in Faisalabad District, Punjab. The projects involve construction and improvement of carpet roads at various locations including Sharoana Pull to Nankana More, Kalama Chowk to Lahore More via Fawara Chowk, Nankana More to Islampura, Islampura to Lakkar Mandi Chowk via Benazir Park, Fawara Chowk to Water Works, 40 More to Link Benazirpar Park Road, Main Bazar Islampura, and Main Bazar Faizan Medina Housing Society. The total estimated value of these schemes ranges from PKR 1.02 crore to PKR 4.66 crore with completion periods of three months each. All works will be executed in Faisalabad District.
Eligible contractors and firms must be registered with Pakistan Engineering Council in the relevant category with valid renewed PEC License for Financial Year 2025-26, and must be registered on the Punjab PPRA e-procurement website at www.punjab.eprocure.gov.pk. Bidders are required to submit earnest money only in the form of CDR (Cash Deposit Receipt) at 5 percent of the estimated cost in favor of the Executive Engineer Highways Division Faisalabad. Original CDR documents must be furnished half an hour before tender opening, failing which bids will be considered non-responsive. The successful lowest evaluated bidder must submit performance security at 10 percent of the contract amount within 15 days in the form of CDR, Bank Draft, Cashier Cheque, Pay Order, or Bank Guarantee.
Bid submission will be conducted through the PPRA E-Tendering System online portal. Contractors must quote item rates and total amounts for each item with grand totals in their financial proposals. Rates quoted as percentages above or below estimated cost will not be accepted. All responsive bids will be downloaded and opened at the Office of Commissioner, Faisalabad Division on 23 June 2026 at 11:00 AM in the presence of the Tender Opening Committee. Rigid pavement shall be laid using concrete batching plants and concrete paving machines, while TST/DST surfacing shall be executed by mechanized systems.
