Description / Scope of Work
This document presents the Standard Form of Bidding Documents (SBDs) for the procurement of civil works in Punjab, issued by the Punjab Procurement Regulatory Authority (PPRA) in July 2023. The template has been formulated in accordance with the Punjab Procurement Regulatory Authority Act, 2009 (PPRA Act-09) and the Punjab Procurement Rules 2014 (PPR-14). These standard bidding documents are designed to assist procuring agencies across Punjab in conducting successful competitive bidding for civil works projects where design and resident consultants may be required as per the framework issued by the Planning & Development Department, Government of the Punjab. The document applies the Single Stage–Single Envelopes (SSSE) bidding procedure and is prepared for guidance and assistance to all procuring agencies within the province.
The bidding documents have been carefully prepared to incorporate all basic guidelines, principles, and requirements necessary for effective procurement of civil works. The principle of "Value for money" forms the guiding spirit and ultimate objective of these standard documents. Procuring agencies may use and seek guidance from this template for preparation and finalization of bidding documents for their specific procurement activities, though they may include additional details as per their requirements provided such additions are not inconsistent with PPRA Act-09 and PPR-14. The documents were extensively consulted with materials prepared by the Pakistan Engineering Council (PEC) to ensure comprehensive coverage and alignment with industry standards.
All procuring agencies in Punjab are advised that in case of any conflict between provisions in this template document and the PPRA Act, 2009 or PPR-14, the applicable law and rules shall prevail. This standard template is issued by the Executive Engineer, Buildings Division Gujrat on behalf of the Punjab Procurement Regulatory Authority to provide a consistent framework for civil works procurement across the province and to facilitate transparent, competitive, and value-based bidding processes.
