Description / Scope of Work
Quetta Electric Supply Company Limited invites electronic bids through the e-PAK Acquisition and Disposal System (EPADS) for two separate works involving construction of tower foundations, erection and stringing of 132kV type towers under relocation projects in Balochistan. The first work covers the sub-section Mastung–Lakhpass with an estimated amount of Rs 14,560,665.00, while the second work covers the sub-section Khuzdar–Wadh–Ornach cross with an estimated amount of Rs 19,396,292.00. Both projects are NHA deposit works and will be procured on a national competitive bidding basis using single-stage, single-envelope methodology.
Bidders must be registered on EPADS with a valid Pakistan Engineering Council (PEC) license for 2025-2026 in category C-5 with eligible specialization codes EE-05 and CE-10, registered with Provincial Sales Tax in Balochistan, and listed as active taxpayers with the Federal Board of Revenue. All bidders are required to submit bid security in the form of a bank guarantee or CDR from a scheduled bank of Pakistan valid for 150 days, and must have successfully completed at least two similar contracts within the last eight years from any DISCOs or NTDC with completion certificates duly attested by a sitting officer. A non-refundable tender fee of Rs 5,000.00 per work must be deposited as a pay order.
Standard bidding documents can be downloaded free of cost from EPADS by registered bidders. Electronic bids must be submitted on the scheduled date and time of 24th June 2026 at 1130 hours through EPADS only; manual bids will not be accepted. Original bid security must be submitted in the office of the Project Director (GSC) QESCO, Quetta one day before the bid opening date. Bid opening will occur on 24th June 2026 at 1200 hours for the first work and 1230 hours for the second work. Bidders must quote firm and final prices with no escalation permitted after bid opening.
