Description / Scope of Work
The National Highway Authority (NHA) invites consultancy proposals from eligible firms for a Techno Economic Feasibility Study and Detailed Design for Upgradation of Road Network in Gilgit-Baltistan to Promote Tourism. The project encompasses eight road segments totaling 446 kilometers, including routes such as Astors to Chaen Chowki (54 km), Gilgit-Skardu Road (167 km), Skardu to Khaplu Road (100 km), and Fairy Meadows (12 km), with scope extending across the Gilgit-Baltistan region. This consultancy assignment aims to develop comprehensive feasibility assessments and design documentation for road network upgradation intended to support tourism development in the area.
Proposals are invited from reputable consultants, engineering organizations, or firms holding valid Pakistan Engineering Council (PEC) registration certificates in relevant fields and possessing appropriate technical qualifications and experience. Bidders must meet all eligibility criteria specified in the Request for Proposals (RFP) document, which includes mandatory compliance with regulatory requirements and technical specifications. A pre-proposal conference is scheduled for June 10, 2026 at 1100 Hours at the NHA headquarters in Islamabad, and procurement shall follow the Single Stage Two Envelopes procedure as outlined in the tender instructions.
The RFP document is available for download from the NHA website (www.nha.gov.pk) at a cost of Rs. 1,000 (non-refundable). Proposals must be submitted in hard copy format strictly in accordance with Instructions to Consultants (ITC), with Technical Proposals opening on the same day at 1600 Hours and Financial Proposals evaluated subsequently following technical qualification. Consultants must submit proposals during working hours on weekdays within the specified deadline.
