Description / Scope of Work
The National Logistics Corporation (NLC), Government of Pakistan, is inviting tenders for the establishment of Network and Telecommunications Operating Systems (NTOS) at three border terminals located at Taftan, GABD, and Sost in Punjab province. This comprehensive turnkey project encompasses the supply, installation, integration, testing and commissioning of smart racks, passive infrastructure including optical fiber cable (OFC), cabinets, CAT-6 cabling, civil works and renovation, end-user IT equipment, and automatic voltage regulators (AVR) quoted separately. The scope of work includes provisioning of equipment and services for each border site, complete OFC deployment across all premises, installation and commissioning of servers at NLC headquarters in Rawalpindi and at all three border terminals, with full responsibility for ensuring all supplied equipment is new, fully operational and meets tender technical specifications.
Bidders must be either Original Equipment Manufacturers (OEMs) or OEM-authorized dealers and resellers with sustained financial capability and valid authorization letters. Eligibility requirements include submission of tender fee and bid security, copies of NTN/STRN and active tax filler status with 100% compliance, GSR compliance certificate, complete technical data of equipment, 90 days offer validity, confirmation of delivery period, comparison chart against NLC specifications, non-blacklisting affidavit, acceptance certificate of all tender conditions, list of major clients, firm hierarchy with owner and management portfolio, and manufacturing authorization letter. Only single legal entities are eligible; joint ventures and sub-letting are strictly prohibited. Bidders must demonstrate previous experience executing similar projects as a sole vendor, with at least one reference project. On-site survey may be conducted prior to bid submission. Equipment must be branded and new, with only one variant or model per item permitted.
Bid documents and detailed technical specifications are available from the NLC. Sealed tenders must be submitted on company letterhead accompanied by completed and duly signed tender schedules by an authorized executive. In case of non-performance, NLC reserves the right to confiscate bid security, performance bank guarantees, and impose bans on future tender participation. Bidders are responsible for providing all relevant import documents as required. Selected bidders must provide comprehensive documentation including system manuals, electrical and network diagrams, equipment labeling, training services and training manuals at the time of installation and commissioning.
