Description / Scope of Work
Sukkur Electric Power Company (SEPCO) invites sealed electronic bids for the disposal and sale of unserviceable and scrap material comprising damaged transformers of 25 KVA, 50 KVA, 100 KVA, and 200 KVA ratings, along with other partial items. The tender is divided into two lots with scrap materials stored at SEPCO Regional Stores in Rohri and Larkana, Sindh. Lot 01 contains 5 units of 25 KVA, 15 units of 50 KVA, 26 units of 100 KVA, and 24 units of 200 KVA transformers located at Regional Store Rohri. Lot 02 comprises 6 units of 25 KVA, 5 units of 50 KVA, 23 units of 100 KVA, and 31 units of 200 KVA transformers at Regional Store Larkana. All materials are offered on an as-is-where-is basis with no dispute entertained after sale. The tender process follows the Disposal of Public Assets Regulations, 2024 (Amended to date) and is conducted through the e-Pak Acquisition and Disposal System (EPADS) version 2.0 under national open competitive bidding with single stage one envelope procedure.
Participants must be tax-registered general public or companies eligible to bid for scrap and unserviceable material disposal. Bid security of Rs 554,958 is required for Lot 01 and Rs 667,208 for Lot 02, payable in the form of Demand Draft, Pay Order, or Bank Guarantee valid for 150 days from the tender opening date. The bid value must remain valid for 120 days from the opening date. All applicable government taxes including income tax and GST will be borne by successful bidders as per Federal Board of Revenue policy. Bidders must provide valid National Tax Number registration and submit bids exclusively through the EPADS v2.0 platform; manual bids shall not be accepted.
Bidding documents containing detailed terms, conditions, specifications, and requirements are available on the EPADS website at https://vendors.epads.gov.pk/. Vendors not yet registered on EPADS v2.0 may register themselves through the vendor registration portal with tutorial support available. Electronic bids must be submitted by 10:30 AM on June 29, 2026, with tender opening scheduled for 12:00 PM the same day. Materials can be inspected and verified at the respective regional stores during working hours. Successful bidders must pay the balance amount within 21 full working days from the date of Letter of Acceptance.
