Sukkur Electric Power Company (SEPCO) invites sealed electronic bids for the disposal of unserviceable and scrap material comprising PVC Scrap Mix (Off Size) totaling 29,980 kilograms. The material is stored at SEPCO Regional Stores in Rohri and Larkana, Sindh, with 27,000 kilograms held at the Rohri location and 2,980 kilograms at Larkana. This National Open Competitive Bidding is conducted under Single Stage One Envelope Procedure in accordance with the Disposal of Public Assets Regulations 2024 as amended to date. The tender follows WAPDA Disposal Procedure 2006 and PPRA rules 2004, with all items sold on an as-is-where-is basis. Tax-registered general public and companies are eligible to participate in this e-tendering process through EPADS Version 2.0.
Bidders must be tax registered and are required to submit bid security of Rs. 539,640 (representing 10 percent of the bid value) in the form of Demand Draft, Pay Order, or Bank Guarantee issued by scheduled banks of Pakistan, valid for 150 days from the tender opening date. The bid value itself must remain valid for 120 days from the opening date. Bid security documents must be submitted in a physical envelope clearly marked with the tender number, disposal title, date and time of opening before the electronic bid submission deadline. Overwriting, cutting, or conditional tenders will not be accepted under any circumstances. All applicable government taxes including income tax and GST will be borne by the successful bidder as per FBR Policy.
Electronic bidding documents containing detailed terms, conditions, specifications and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) at https://vendors.epads.gov.pk/. Bidders not yet registered on EPADS v2.0 may register at the same portal with registration tutorials available on YouTube. Electronic bids must be submitted by 10:30 AM on 29 June 2026, with opening scheduled for 12:15 PM the same day. Successful bidders must pay the balance amount within 21 full working days from the Letter of Acceptance issuance. Material may be inspected at either Regional Store on any working day during office hours.
